Spring Federal Utility Partnership Working Group Seminar Announced
Mark your calendar for the virtual Federal Utility Partnership Working Group (FUPWG) Seminar scheduled for May 3-4, 2022. FUPWG provides a venue for information exchange and training that fosters effective partnerships between federal agencies and their serving utilities to develop solutions which leverage private sector investment in federal facility infrastructure to improve energy and water efficiency and support federal building decarbonization. FEMP Director Mary Sotos will kick off the Spring 2022 Virtual FUPWG Seminar. All are invited to attend this no-cost virtual event and Continuing Education Units (CEUs) will be offered for our professional stakeholders who hold licenses and certifications that require continuing education. RFI for Supplying Carbon Pollution-Free Electricity
On February 3, the U.S. Department of Defense (DOD) and the U.S. General Services Administration (GSA) announced a Request for Information (RFI) to gather market information and capabilities in supplying carbon pollution-free electricity to the federal government. This RFI represents an important step in transforming how the federal government buys and manages electricity, and it will help achieve the federal government’s goal of achieving 100% carbon pollution-free electricity on a net annual basis by 2030. The RFI closes for responses on March 7, 2022 at 3:00 pm EST.
The objectives of the RFI are to:
- Demonstrate the intent to achieve 100 percent carbon pollution-free electricity for federal operations by using a whole-of-government approach.
- Understand the ability of industry to supply 24×7 hourly matched carbon pollution-free electricity, and gather pricing information based on scale.
- Gather information from industry on potential approaches to meeting the targets set by the Federal Sustainability Plan.

Technical Assistance for Planning EV Charging
To support agencies with the transition to zero-emission vehicles, FEMP kicked off a new “EVSE Tiger Teams” offering for federal sites to receive virtual or in-person economic and technical screenings for deploying electric vehicle supply equipment (EVSE) at agency sites.
FEMP is currently conducting Tiger Teams analysis with National Park Service at the Golden Gate National Recreation Area in California, Grand Teton National Park in Wyoming, and the Department of Energy Headquarters in Washington DC. Water Microgrids: A Primer for Facility Managers
A recent report from FEMP and the Pacific Northwest National Laboratory provides a conceptual framework for a “water microgrid” similar to an energy microgrid. A water microgrid may offer a viable solution for a site to address resilience gaps identified through the resilience planning process. The paper provides an overview of the characteristics of a water microgrid, its technical components, and key considerations for implementation.

From ePB to CTS: Leveraging eProject Builder for Compliance Tracking System Reporting

This webinar educates attendees on how to efficiently transfer their project and measurement and verification data from ePB to the CTS. The ePB CTS reporting feature partially automates the transfer of project data between the two systems. Users are able to populate data from ePB directly into the MS Excel-based CTS upload template format–the CTS Initiated Projects Report, and the CTS Follow-Up Report. This feature reduces the reporting requirement burden for federal agencies by eliminating duplicate data entry work. This training steps attendees through the process of exporting the CTS report from ePB, completing additional required fields in the CTS template, and uploading the template into the CTS system.

Financing And Financial Proposal Review

This training provides an in-depth overview of financing for energy savings performance contracts (ESPCs), including where the financing comes from, what’s in the payments and how they break down, and details about the amount financed. Attendees gain a strong understanding of the ESPC indefinite-delivery, indefinite-quantity (IDIQ) financing process; components of the interest rate; and strategies to reduce interest costs. FEMP best practices for conducting the financial proposal review is a key part of the training as well as Task Order Summary Schedule (construction period interest payment) and Schedule 3 (capital costs/loan repayment). This training also provides a strong foundation for understanding the ESPC financing process.
EV Champion Training Series
This four-part training is designed to provide fleet managers and coordinators with the skills and knowledge to become subject matter experts in electric vehicle implementation. It also serves as an introduction to electric vehicle technology, considerations for EVSE installation, selection of the best EVs for your fleet, and planning for the installation of EVSE that will serve the needs of these new vehicles.
