DOE Publishes a Final Rule Pertaining to Energy Efficiency Standards for New Federal Commercial and Multi-Family High-Rise Residential Buildings

The U.S. Department of Energy (DOE) has published a Federal Register final rule implementing provisions in the Energy Conservation and Production Act (ECPA) that require DOE to update the baseline Federal energy efficiency performance standards for the construction of new Federal commercial and multi-family high-rise residential buildings. This rule updates the baseline Federal commercial standard to the American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) Standard 90.1-2019.

  • This rule is effective June 6, 2022.
  • All Federal agencies shall design new Federal buildings that are commercial and multi-family high-rise residential buildings, for which design for construction began on or after April 7, 2023, using ASHRAE Standard 90.1-2019 as the baseline standard for 10 CFR part 433.
